§ 1101.  Appropriation authorization.

     § 1101.  Appropriation authorization.
     The Truk District Chuuk State Legislature is hereby authorized to annually appropriate such sums from the General Fund of the Truk District Legislature State, not otherwise appropriated, as it deems necessary to carry out the purposes of this Chapter.

     § 1102.  Purpose.
     The purpose of the annual Construction Skills Program will be is to train Trukese Chuukese males in the general skills of the construction trades.  The training will be provided under the auspices of the Truk Chuuk Civic Action Team.

     § 1103.  Administration.
     The Construction Skills Training Program shall be administered by the Commanding Officer of the Civic Action Team in Truk Chuuk.  Selection of trainees shall be made by the Commanding Officer upon application submitted upon public notice by interested Trukese Chuukese.  In making selections, the Commanding Officer shall consult directly with the Vice-Speaker President and the Speaker of the Truk District Chuuk State Legislature.  The training program shall run for a length of time as determined by the Commanding Officer, and shall be formally ended by the presentation of a diploma to each successful trainee.  All other employment rules and regulations shall be promulgated by the Commanding Officer.

     § 1104.  Compensation.
     There shall be a compensation allowance per month per trainee at a rate established by the Commanding Officer.

     § 1105.  Benefits.
     The Commanding Officer shall determine other benefits to be provided for trainees under this act Chapter.  Within the limitations of budget, such benefits may include lunch food and other reasonable items.

     § 1106.  Insurance.
     The Commanding Officer shall investigate the need for insurance protection which he deems to be practical and appropriate.  Insurance premiums may be paid out of revenues appropriated hereunder.
